I'd rate Heroes higher than Low if Secret Life of Arabia wasn't the last song.
It's a good song, but those last few sax squeals of Neukoln would have been the perfect closer. Secret Life should heave been on side 1 or the beginning of side 2. It seems really tacked on after Neukoln.
