You could easily avoid this by making the Pacific Territories a state too. Guam, Samoa, and the Marianas have a combined population of about 300,000, only slightly smaller than Wyoming. They're also incredibly conservative, Guam has an insanely high rate of military service. If you add Micronesia, Palau, and the Marshall Islands (all nominally independent English-speaking "associated states" completely dependent on the US) you have a Republican state without about 600,000 people.
