210 out of 211 national confederations are participating in the FIFA World Cup qualifiers for the 2018 finals to be held in Russia. Russia is not participating in the qualifying process as they are hosts.
The Micronesia, Monaco (which participates through France), Nauru, Palau, the United Kingdom (which participates through multiple national teams such as England), Vatican City and the Marshall Islands (which has never had a football team) are the only U.N member estates that do not participate in FIFA competitions.
The general agreement among the international community right now is that there are 196 or 195 countries in the world right now depending on if you consider Taiwan a country or not. More teams are participating in the first stage of the FIFA World Cup 2018 than countries exists in the world.

Only a few countries (like South Sudan and some weird autonomous regions in the former Soviet union) aren't sanctioned by fifa. Even Palestine can field a team and try to get in the world cup
