I always thought it was bizarre they did that, just from from jurisdictional point of view. Who are they supposed to be working for? Hong Kong? Japan still? Mainland China? Nobody?

It wouldn't be an issue if the puppetmaster didn't mention the country didn't have the death penalty. Which is only the case of Hong Kong itself, and as shown in the intro, is seriously doubtful anyone would care.

The cars are realistically detailed, the characters are dawn in a conventional anime style.

Its servicable, and is just to showcase downhill drift racing.

Its fun if you're into cars or racing even a little bit, and force you to yell four-oh wheere inershuere drift-oh every time you take a corner.

Its also a lot easier to use 3d models then to try traditional cell animator for each race.

Yes. Even though the original mang was set in Tokyo, and surprisingly nationalistic about it to boot.

I guess they felt it was Hong Kong was looked more cosmopolitan and had a more interesting urban sprawl then the clean and orderly streets of Tokyo.

Hong kong feels like you're in star wars or blade runner. I've never seen a more vertical city. I've been to new york, tokyo, london, big cities all over the globe, but HK will give you vertigo just walking down the street.
