GBU wastes time with unneeded scenes and dialogue that add nothing to the plot and detract from the experience. What's the point of Tuco's brothers or the stupid Civil War battle? Nothing at all. It's padding and it's weak. Further, the villain just doesn't feel like much of a villain or challenge. El Indio is actually a wicked, evil, and tormented man. He's something to be feared and defeated. Angel Eyes is just a soldier looking for money. So simply, OUATIW and FAFDM are more refined yet have all the strong acting, sound track, and cinematography that you praise, but with even stronger plots and characters.

The definition of art is something like, something created by someone they can evoke an emotional response from an outsider viewing it.
So technically all movies are art, whether they're high art or bad art is up for debate on a film to film basis, but it's still fucking art.

What common plebs think is usually quite close to truth. The biggest flaw in it is that score for new movies tend to be way too high as people vote immediately after seeing it in theaters and hype/shilling for movie is still going on. It doesn't tell will the movie stand test of time, is still relevant after just after few years.
