How do you know if a drummer is good, coming from someone who knows shit about music theory? Any videos or such, though I am aware of the time signature changes in E&I, I don't get how people notice them though except on Gyroscope where everything sounds like its skipping a beat.

imo it isnt as much about pure skill as it is about adding and contributing to the sound without taking over or showing off
Would "showing off" mean going into ridiculous solo drumming fits or being overly aggressive? What are some good examples of bad musician in good bands, that would probably help - of the drummers I like there'd be Stephen Morris, Keith Moon and Jeremiah Green though I can't really think of any I dislike. Would Zach Hill (in Hella) be something of a show-off? Or does it depend on circumstance?

I think I see what you're saying. If a drummer plays at a ridiculously fast tempo during a ballad it wouldn't fit at all and only serve as an outlet to make oneself look good whilst creating severe dissonance with the rest of the instrumentation, thus fucking the song.
