The green ones will be changed at some point. Right now the states still can have their own colourscheme. But highway police has to be blue. Some states adjusted their police already. Here in Hesse all of them are blue.

It actually makes sense. It's a standardized sound. So you can determine by the doppler effect, if the police is coming towards you or if it's going away. As driver you can react the right way, by pulling over.
