People were speculating Microsoft because MS were pushing further into aeronautics and engineering, including more race team sponsorships. They recently started sponsoring Manor along with Renault in F1 (Along with Grossjean as a Driversponsorship). They have already sponsored Hendrick in NASCAR and are "Official Technology Partner" as well. Every team in the Garage uses a Surface. NASCAR was apparently courting them and Samsung because they wanted to start giving the idea of NASCAR being cutting edge. Especially with a rumored 4th Manufacturer coming in for 2018 from one of the European brands (Which was probably going to be VW or Audi but Diselgate ended that).
Samsung's interest is up in flames (Like their phones) and Microsoft probably walked off when they saw what France was asking.
But as points out, France is insane. Heiniken didn't even pay that much for their big F1 deal with Bernie so what makes him think anyone will pay more than Heinkien did.
