Cuba is an interesting example for health economists because it has some unique characteristics including having to operate in a poor country but still does pretty well. Some use it as an example to try to demonstrate that the big efficiency problem in Western systems is pursuing the bells and whistles of an advanced hospital system instead of focussing on primary medicine and prevention.
