They're not, they're just most of it. British punk moved past the genre for the most part, seeing it as a retro genre that preceded street punk or even most anarcho/crust punk. The only ones who kept doing it were Nazis, because it had become part of the scene identity. The only place it still has a major influence is with American Youth Crew and Beatdown hardcore bands, but those scenes are all anti-racism.

Fascism is a fringe ideology frowned upon by most. Any bands that want to make music promoting fascism will require an all-fascist line-up of at least 3 people. This is unlikely to happen unless the politics come first. When this happens music becomes secondary to the message.
