the states with lots of counties / 'independent cities' like virginia are basically impossible to complete, you just see how far you can get
but other states with fewer counties are definitely possible to complete - the easiest is delaware, with only 3 counties, but there are others...

I only do it for states that I see a bunch of people posting with over time, I don't waste my time with states like Arkansas where there's probably one guy in Arkansas with regionals and he only uses the Arkansas flag, no counties
I save first-levels (state / province / etc) for almost every county, but completion is similarly not possible for some countries but possible for many, if you are patient
I have completed first-levels for the US, canada, france, denmark, the netherlands and belgium and almost completed them for sweden, norway, brazil, and a few others
