He was genuinely a brilliant player often surrounded by extremely poor sides at Liverpool.
Without him Liverpool unlikely win anything during his time at the club and would probably be considered in a similar vein to Everton or Villa.

Formerly successful about 30 years ago, struggling financially, big support base but with absolutely nothing to show for it.

With him they got several cups, a great period of success in Europe and a few second place finishes which is genuinely impressive.
The other thing that, to Liverpool fans at the very least which is commendable is his loyalty to his club during this period, especially considering he was a local lad(disregarding his transfer consideration to Chelsea which ended after winning the European cup for Liverpool).

I wont touch on the national team side of things really because he put in some solid performances as well as some absolutely woeful ones(especially when he and several other players where forced into a team despite not playing well together at all) and the national team has been an absolutely dire shitheap for as long as I can remember.
