The US altered Russia ahead of time an attack was coming so that the Russians could get their men out of the airfield before it was hit. A more conspiracy minded person would say that:
a. Russia told the US which air base the chemical attack came from
b. When the Russians were alerted an attack was coming, the Russians warned the Syrians and while 30-60 min is not enough time to get planes in the air, it is enough time to get trucks loaded and off-site.

And that's all well and good, but what you're missing with that type of base infrastructure layout is the ability to repair a ship within an AOR. When a Comm suite or something important in the engineering plant breaks and you don't have the ability to pull in somewhere nearby in order to fix it properly, you instead have to sail hundreds of miles back to home port to fix it, or worse yet, get towed by another ship for hundreds of miles, taking two ships and at minimum one escort out of the fight.
