1.) Plagiarism is taking an idea directly from someone else, executing it yourself so that it seems like your idea, and giving yourself credit for it (or not giving the original person credit for it.)
2.) Sampling is usually defined by taking bits and pieces directly from the original work, not replicating, and incorporating it into your own work so that it serves an almost entirely different purpose.
So sampling is kind of like adding 'sprinkles' to your already finished song, while plagiarizing is basically just covering a song without telling anyone it's a cover.
