Ok OP if you want to get rid of it then follow these steps. Eat twice a day, once at 12 and once at either 4 or 6, depending on when you go to sleep. Work out right before you eat, start an hour before. The motivation part is the hardest part but push yourself and within a month to 3 months you'll start seeing results, and you'll feel a lot stronger and better about yourself.

Basicall, start with pushups, pushups basically tighten the muscles in your tri's and your chest, start with 10 at a time or 5 at a time, and when you go down and you feel like you can't push yourself up, that's when you're actually getting a workout. You need to struggle to gain muscle and get your shit to go away. Do cardio with your workouts. Burpees are the best way to go to shed fat and gain muscle at the same time.

false. I(not OP) had gynecomastia and exercised ALOT. went and saw a gene specialist and consulted other doctors and the type of fat on me would not be burned off so had to go to surgery(got insurance to cover it doe ;) )

If you're not willing to go to a gym then you can still do alot.
Do sit ups. Push ups. Pull ups and a decent walk each day will kill those man boobs. The push ups will kill the fat on them and help replace with muscle. The others will keep the rest of your upper body/core in line.
I'd aim do the run/walk first nothing horrendous like 5km run followed by 50 of each of the "ups"
