Its the optics and gimbal of a Nordon Bombsight, used by bombardiers when flying the plane on the approach to the target. The pilot releases control of the plane to the bombardier, who flies the plane using an analog computer/mechanical device calibrated to the acceleration and subsequent terminal velocity of the particular bombs, the altitude difference of the plane versus the target, and the velocity of the plane. This is why german factories went underground, the bombs were deadly accurate in clear enough weather that the pilots could find the area and then allow the bombardier to use 1940's GPS.
