Technically if you could create a pond deep enough, in a vacuum, to create enough pressure, the water could flow up the pipe itself...but I would need to do the maths...

Even if the water wheel is 100% efficient and the pipe frictionless, you still lose energy in the operation of the pump which produces heat.

The mechanical effort to lift the water up is greater than the energy generated by the water turning the turbine. A better design is two ponds one above the other. Solar panels pump water up in the day with the excess diverted to the grid and the turbine runs at night giving out free electric. Only for the same to happen the next day. Sort of like a water based energy battery.

what if you had multiple waterfalls? the top one flows down has multiple water wheels then falls into another resovar of water and continues the cycle? with waterwheels in the pipe to recapture energy from the moving water in the pipe
