I think Scaruffi explains that Pablo Honey's songs appear to be of more substance. As in, it's more about the substance of the song rather than the aesthetic of the music.
This opinion is actually probably from David Thomas, the frontman of Pere Ubu (who Scaruffi loves), who was originally a music critic before a vocalist. He believed the New Wave was a time where bands created songs with substance and meaning for people and that punk came after which was a corporate sales pitch of music i.e. It wasn't actually about the substance song, it was about the appearance of the song and how it made you appear.

Revolver is by far the most consistent and quality album they put out.

I really do think Sgt Pepper is the best. It just has so much character to it that no other Beatles album reaches in my opinion

Something is overrated, maxwell's silver hammer is silly, octopus's garden is not a good song, I want you is too long/nothing special, here comes the sun is overrated and the second half of the album is mostly filler (apart from a few mccartney tracks) that most of the band hated. No consistency despite a few amazing songs (come together, oh darling).

I understand but I prefer mystery tour. A little less inconsistent and the good songs on there are better than the good songs on sgt pepper's in my opinion.

It wasn't that far-reaching of an album. If we got an album full of Within You Without You and A Day in the Life there'd be an argument, but the album is definitely held back by their simpler pop ditties. This goes for all of the works by the band. They didn't push boundaries very far. Just far enough to make other artists realize they could push farther, and that led to better, actually innovative artists pushing MUCH farther than The Beatles ever did.
