Velocity is relative to space though.
As the block sits on the platform, it is not moving relative to space.
When it's halfway through the portal, the top half of it is moving relative to space (so if the orange portal suddenly stopped moving while the block was halfway through, the block would be flung out the blue portal at half speed).

Though the plate that the portal is on has velocity, the portal itself is stationary. The closest thing that could be achieved to B was if the atmospheric changes swept the block upwards, but the atmospheric forces aren't strong enough to do that
