The kryptonian law was not programmed into the ship, it's never said in the movie to be some kind of failsafe, it was at best trivia, also, as Lex is pretending to a high ranking Kryptonian soldier and presumably the last of his race, his law is now krypton's law.

It actually males sense of you think about it. The ships came to Earth to terraform it for migration. It would make sense that they have history databases for education of the inhabitants and genetic mutating technology since that's what their whole race is based on. The movie just did a shit job of explaining it
