It just means movie in some other language or some shit. So whenever you see threads asking "is this kino?" It just means "is this movie?"
It means a movie that it is good without being too good. Typically it is a movie of slightly above average quality that is neither popular nor obscure.

I'm Polish so "kino" means "cinema" to me, I get how and why everyone uses it the way they do here but it's still kind of amusing. I've started browsing Sup Forums like a year ago btw.
