I would also recommend saving up for a PC. There are cheaper builds out there than consoles, and will perform better most of the time. But don't get a prebuilt.

static electricity really isnt a factor in pc building, very minimal risk, very minimal. JayzTwoCents, a youtuber has built hundreds and hundreds of pc's and only has had 1 time where he shorted an hdmi on a graphics card after using the wrong gloves
