They really aren't, they just have a shit manager. They're not elite by any stretch of the imagination, but there is enough talent in that team to regularly reach the quarterfinals of the Euros and the WC. They shouldn't be losing to Iceland and struggling to beat the USA, Russia, and Slovakia.
