Because they needed villains and the vast majority of the villains in Gotham came to power around the same time or after Batman did, so it's pretty much just a mix of fan service and a lack of originality. Penguin was always older than Bruce though and Jerome isn't actually Joker.

So really most of them are only around 10-15 years older than Bruce. So if he becomes Batman young in this universe like at 20, They would only be in their mid 30s/early 40s. Which is fine for the type of those villains. Twoface, Riddler and Penguin are not Batman villains that challenge him physically, so they can be older than him
