To clarify, it's not like it's ILLEGAL for non-whites to go to these schools, it's just how it works out because geographically, minorities are spread very thick in urban and low-income areas, but in the other 80% of the country that is rural and rich people town, huge majority of white people, minorities are sometimes in the single digits.

The word "tradition" implies that it's consistently done by the same group of people or by people in that group crossing a particular milestone in life on a regular basis. If one group of kids at one school did it, and then a couple of groups of kids at other schools thought it was funny and did it too, but it wasn't repeated by the next group, and the next group, that's not really a "tradition" is it?
