No they didn't. That was a fake story, look it up.
In the first case the accusor was caught on tape saying he's going to milk Jackson for all he's got and made it clear this was all to get custody of his son back. The kid himself didn't want to testify, and refused to speak to his father in later life (while still never saying a bad word about Jackson).
In the second trial the woman was clearly crazy and everybody, including the kid's father knew that the child was being coached and put up to it by her.

But on second thought, if MJ really did touch children, you'd think the parents of those kids wouldn't be happy to settle for a payout, they'd want actual justice.
Either they took the payout because they didn't have the means to keep fighting it in court, or they were in it just for a payout all along.
It's a tough call, and something that will probably never have a true answer.
