Yes, they are just not tolerant enough.

In Denmark all our migrants are spread across the country, but they're spread into ghettos.
Basicly it means that each of our cities has a ghetto which is basically just muslim enclaves.

Few cities were lucky enough to be spared, either because they weren't big enough (so the migrants would not be able to get a job) or because they were rich cities which were smart enough to raise rent and elect a local magistrates who all apposed fufilling the qotation of migrants.
