Milan has been the better team in Europe and the world, but inter has been the better team domesitcally, let me tell you why:
Yes, milan having won 7 champions leagues and many other european/world trophies not only destroys inters record, but also almost every other team in the world.
However, when you look at solely domestic records you will find:
-both teams have 18 scudetti (however milan won 3 before inter was conceived as a team in 1908)
-inter has more coppa italia (domestic league cup) drophies
-head to head, inter has won more games vs milan (inter 61 wins milan 51 wins. 53 draws)
-inter has managed to do all of this with no history of scandals (bribing refs, doping etc) where as milan does have scandals
-inter has won a treble
-last but not least inter has never been relegated to serie B. Milan has.
Having said all of this, i do obviously believe that milans history as a whole is better than inters. Their european/world dominance does trump over inters slight domestic superiority.
However inter being the better of the 2 in italy should never be understated
