For example, most of mexico's railroads were built under Diaz, a dictator. In the modern day mexico couldn't even build a train line from DF to Veracruz without the contractor stealing all the money. Mexico is a vassal state of the United States. Yeah it could be fixed but it would require their independence from us. Beyond this, there are obviously more problems with Mexico than the ones that US itself brings, there are cultural and societal issues that would call on them as people to step up and make it a better place. This, too, is almost as impossible as America taking its financial claws out of Mexico's face.
Just look at the Mexicans here in US. They do actually work pretty hard, and they are on the level not actually bad people. They have high drop-out rates though and are generally poor educated due to their culture of breeding reinforced by catholocism. They are also profligate spenders, don't invest into their futures, and don't like to own up to responsibility.
There's also a massive divide within Mexican society where the people who are well off are disproportionately so to an extreme, this is probably due in large part to being enabled by American interests too since I find it hard to believe that the richest druglords in Mexico DON'T have American government connections.
