Why is she calling you and why won't your carrier block her? You could just call the cops and report her for harassment, they could get your carrier to block her if you have a legitimate reason.

Set up a Google Voice burner number. call forward your phone to the GV number. From your computer, block her number on GV. She will get the "We're Sorry, the number you have dialed is not in service" message.
Deal with it for a couple of days and she'll get the hint.
