Rockstar was pretty open about letting people create modes that affected teh single player mod only, and even featured their favorites on their blog.

Except it wasn't and OPENIV actually doesn't allow you do go online if you did anything that could effect online.

Do realize you can still mod the game, just Rockstar don't want you to. You can easily install an earlier version of OpenIV.
