If you go by movie's continuity, tattoo and teeth happened way before Robin's death. If you go by the intended continuity, it's a fuckin clusterfuck of bad writing. Joker was obviously intended to be Jason Todd. But somewhere in the middle they pussied out and tried to tie up loose ends. And it worked, people like this trash movie.

He's saying as a fall back the movie could have took in the perspective of Amanda Waller (the black bitch running the show).
There are parts of the movie where Waller isn't there and believes what she thinks, so let's just say the movie was what Waller thought.
Now you can make a sequel and readjust the story to it's original idea instead of continuing to fuck it up.
