About a gram of protein for each pound of ideal bodyweight. I replaced the soy milk with regular milk lately because I heard soy isn't good.
I lift 3 days a week and do fasted cardio (morning before eating anything), on as many off-days as I can motivate myself for, but at least 2, and I'm ok with not going over 3.

I don't know how bad shape you're in so its difficult to say.
Generally, the best way to lose weight is by doing weight lifting. There's this thing called the 'afterburn effect' and essentially it means that because lifting wears down your muscles, your metabolism is much higher in many hours following the workout because your body is repairing itself. Running does not provide this effect to the same extent and certainly not if its only 15 mins a day.
If you're in poor shape do an hour of fast paced walking and end it with a sprint for as long as you can...
Best would still be to go to the gym and lift weights but if your conscious about your weight w/e I get that it might be difficult for you.. However, I see many fatties at my gym and I don't care, in fact I think its great that they're doing something about it so you shouldn't be embarassed.
Losing weight is 80 % diet and 20 % excercise. You can still lose weight even if you don't excercise, but you won't get lean. If you wanna be efficient I'd say cut the carbs entirely. Trying to find the midway is impossible and its a setback. Put your mind to lose weight and go 100 % in on the diet. It all starts there.
Only take the veggies and meat for dinner and ask your parents if you could maybe get some more (lean) meat instead. In the beginning you're gonna feel hungy as fuck constantly but drink plenty of water and eat the veggies as well as get the protein you need (approx 1,5-2g pr. kg bodyweight) and it'll be ok. In a few weeks your stomach will reduce in size and it will be easier for you
best eggs are either just the egg whites or hard boiled eggs. Scrambled/fried eggs will have fat from the frying pan, but if you wanna do it only fry the egg white and throw the rest away.

Frequency and quality of food is more important. I don't count calories at all. Eat a gram of protein for each pound of ideal bodyweight. Eat less fat. Eat much less carbs, ideally from veg and some fruits and some unrefined starch.
Spread it throughout the day in a smart way. Drink lots of water. Work out.
It's about keeping your metabolism high. It will burn lots of calories and he'll be in much better health.

If a gym isn't for you then stick to plyometrics and variations of HIIT (High Intensity Interval Training) once you get advanced. I'm not sure how out of shape you are and a gym membership is preferable but in addition to diet (seriously you need the calorie deficit) do something like this.
Run on treadmill (comfortable speed, basically a jog) x five minutes Run on treadmill (push yourself, doesn't have to be a sprint but it should be hard.) X 2.5 minutes
Do that for 30-60 mins per day Alternatively you can go outside and sprint telephone pole to telephone pole. Walking back to the original pole is your break. Do at least 10 per day. Then a 5 minute cool down.
Plyometrics/calisthenics 1 minute of mountain climbers As many push-ups as you can with good form 2x 30 seconds of squat jumps 1 minute wall squat/ Roman chair sit 30 up and downs As many sit-ups or crunches as you can with good form
Do these exercises once per day with a calorie deficit of TDEE (total daily energy expenditure) -600. You will see results in a month.
