Not really an artist, but more of a "scene," which is the Chinese extreme metal scene. They've got loads of great black metal, with bands like Dopamine arguably pioneering the "blackgaze" sound that's popular today. They've got some good dark folk too.
Really almost anything put out on the Pest Productions label is usually pretty quality (Zuriaake and Deep Mountains to name just two). I think Zuriaake's 'Afterimage of Autumn" might be one of my most favorite atmospheric black metal albums other than the discographies of Drudkh and Lunar Aurora.
