Lots of reasons, after the first riots in the 60s whites were leaving the cities but honestly they were not hell holes yet. Crack was not around, Memphis, Little Rock, Chicago, Detroit, Cleveland, LA, and most of the south were beginning their downward trend, but it wasn't noticeable then. Cities were twice as dense and public transit still viable, suburbs were expanding but we didn't have country sized "metropolitan areas" yet that allowed for us to isolate ourselves in either ghettos or suburbia, urban decay was less of a problem for most places because most folk still had enough sense to not fall for the home ownership meme.

Ironically, it was New York that faced the worst crime and poverty then, and it had a reputation of sucking and becoming more black because suburbs hit NYC before anywhere else also Boston to some extent. They were the first with black gang crime and drug use, but it had not spread to everywhere else yet. Because of gentrification and reinvestment NYC got its shit together, and Harlem is actually full of rich people now. But everywhere else is like 8 times more hopeless than NYC in the 70's especially black city communities because they lost their identity, crack and meth is everywhere, people don't want work, and don't want to live next to whites while keeping a seperate identity that's any where close to productive and community positive (unless they are tru baptists or something) so yeah, American cities now suck dick if they had a historic black population.

No, the blame lies on nobody but the black people of the 70s who decided that gangsta culture was the epitome of cool. If you took the average black person and raised them in a good black family, they could be expected to be as respectable as the average white.
