The problem isn't money but recruitment. What top player would willingly go to a club with no ambition like Arsenil or bother with a club that struggles even getting into CL every season like Liverpoodle? Obviously none, so this only leaves second and third tier players and requires good scouting. Lester, Mendes FC err Porto, Sevilla, Villareal and most clubs in Seria A can't even dream about the money Arsenal/Liverpool got and still manage to find a gem here and there.

Arsenal literally got net spend similar to Real fucking Madrid over last 4-5 seasons and 200 millions in the bank waiting to get spend by a guy who made a cheeky 40 000 001 bid on Suarez.

Arsenal's decline can partly be blamed on their new stadium. It severely limited their finances for a number of years and by the time they were able to finally spend big money again, Chelsea and City got even richer than them (or at least they got managers and owners that were willing to spend more). Honestly the fact that they've regularly qualified for CL football during the years when they were low on money is somewhat impressive, especially when teams like Liverpool, United and Chelsea have had bad years where they slipped out of the top four. But now they're shit form is due to their tactically inept manager, an incompetent medical team and the fact that there are 3 clubs in England that are more attractive to top foreign players.

Instead of bulldozing a club with 100m for the meme of the year player, his scouts actually look for potential.
