I bought a new bass about 2 weeks ago but it seems to have some serious fret buzz. I adjusted the saddle but it still seems to be there. My other bass doesn't buzz at all like this one.
Maybe it's because my new one is 3/4th scale and my old one is full scale?

Haven't adjusted the truss rod because it looking down the neck it doesn't look warped at all

How hard would it be for a total noob to learn to play fretless bass? I do play sax and synths (though I suck at keys) so I know a bit about music but never touched a guitar in my life.

A bit more difficult than playing regular bass. It's not as hard as people think, get a bass with full line markers at the fret positions, it really helps.

You should probably start with a fretted. With a fretted, you know exactly how the notes are divided up on the scale and where they are. On a fretless, you lack that and it's just assumes you already know where the notes are and where to slide to. Otherwise you are learning by ear almost completely.
But then again, an upright bass has no frets either, and players figure it out...

Again, line markers make it 10x easier than a completely bare fingerboard, so I'd strongly recommend them. Pretty sure you can start on a fretless bass though, especially if you have a decent ear from playing other instruments. The line marker gets you 90% there and the rest is a tiny adjustment on the note based on your ear.

What are the main differences between cheap and expensive basses? Like would a 150 euro bass guitar be okay for a beginner, or would it just be total bollocks?

Attention to detail, materials and hardware, quality of pickups and electronics, fretjob and setup, etc. You can learn on a 150$ bass, but at that price it will probably need a fretjob and a setup to actually play well. Nobody cares how your bass sounds when you're still learning so the pickups don't matter that much.
