Yes, that's the one. A comet that hasn't been near Earth since the extinction of the dinosaurs has returned and people are outside watching it and it turns them into red dust. Those only partially exposed were turned into flesh eating psychos. Only those inside lead lined buildings (or trucks) were protected from the effects. Yes, it's one of my favorite 80s B-movies that few people know about.

That's a bummer, man. That movie is fun as shit. Caught it on Showtime or Starz or somesuch a few weeks ago. Watched it and Witchboard back to back whilst munching pig snacks and drinking my black label Colt 45s.
