That's not true, there is a difference in IQ between black Americans and Africans. Mostly caused by the fact that Africans suffer from poor nutrition during pregnancy, and have higher concentrations of lead and lower concentrations of iodine.

For a euro or asian, yes, such a low IQ would have detrimental effects beyond just lowered abstract reasoning skills. Africans seems to have some sort of social skill compensation mechanism that helps them cope with greatly reduced logical reasoning. Instead it is better to think of it as equivalent age.

100 IQ would be an 16-17 year old, 90 IQ would be 13-14, 80 IQ would 11-12, and 70 IQ would be equivalent to a 9-10 year old white person.

So yes they can socially function at a moderately decent capacity, but they lack the finesse of complex, abstract reasoning and pretty much have the temperament and self control of a white child.
