They rebuilt lots of Dresden though, it's not as good as before but you can't bring that back. Also it's a city of hundreds of thousands of people so you have to adapt to the modern necessities in terms of roads, infrastructure etc. Dresden had most of its landmarks restored. Meanwhile there are places that got shrekt hard and look way worse than Dresden and basically have nothing in common with what used to be, especially in the West.

Because one a beautiful Romanesque building with Gothic motifs that is built for human proportions and human habitation while the other is a massive ugly slab of glass intended to intimidate and make you feel small. A lot of modern architects don't hide their intentions at all, they outright state that that's the effect they want.
