Krajina is natural part of Croatia, it can't function separately, it chokes since it need to be part of Croatian infrastructure to survive. After 4 years it simply exhausted, enthusiasm dwindled and when Croatia did something decisive it fell apart as house of cards.
That can't happen with Albanians in Macedonia, since they're directly linked with Kosovo and Albania. They can't go away. Serbs could, only those directly linked with Serbian border stayed.
