Poodles, for example, were originally for bird hunting. Originally they wee called pudelhunds .. puddle hounds.

Yes and no. Responsible breeders pair dogs with genetic issues in mind when choosing parents for litters. For dogs to get proper registration, they need documentation going back at least 5 generations, so it's not difficult to choose parents that have no history of specific issues in their lineage.

Breeders who don't give a fuck and just want to make a quick buck breed shitty dogs with all kinds of health issues.

Personally, I don't see there being a 'best dog breed' I grew up with many dogs (lived in the country) and had many litters of pups. I think the best dog is one who matches your personality and loves you unconditionally.

Ive had German shepherds, labs, a lots of birzers, a jack rustle many others, but my last dog was a cross between a Chiwawa and a Pomeranian. Sounds shit I know but she was the runt of the litter by far with three big brothers and a big sister and while I had the first pick of the puppy I wanted (6 weeks old) I chose her and she was by far the best dog I have ever owned.
Tl;dr it's the bond you create not necessarislly the breed you choose.

I still love them like family, the red one has been in my life longer than my biological dad was. Just keep in mind when you're getting a chihuahua, they live as long as cats, but don't age as gracefully. This one lost her teeth a while ago like most small dogs, and now has to be prepared special meals. She's a little flighty, so she has to be hand-fed sometimes as well.
