If that was a real wound I'd say he had a bullet graze the top of his frontal lobe leaving him partially brain damaged but more important internally hemorrhaging. Like imagine he was looking up and a bullet went through the top inch or two of his forhead . Misses the brain steam and latter sections of the brain but damages the frontal lobe, leaving him with a partial lobotomy. People have their entire frontal lobe taken out and live just fine, albeit as a partial vegetable.

So yes, it's very possible this could happen, although usually you'd pass out right away from the shock to your brain, but then again adrenaline is a powerful thing.
