There is another possibility to analyze, user. If it passes, and the white house doesn't veto the fuck out of it, it would set a legal precedent that could make other countries liable to being sued.
For one this could expose countries that are currently allied with the United States, for example. Or part of the United States sphere of influence, thus harming diplomatic relationships. Not to mention, if this becomes part of the normal rule of law, and a country can get sued for their involvement in actions that caused the death of civilians.. Well, the USA has had a significant amount of those. I'd guess the white house doesn't want it to come back to bite it right in the ass.
