When he had the extra arms and became the man-spider he had biological webbing. Also the symbiot replaced the mechanical webshooter when he was rocking the black suit, and then venom inherited the ability.

But yes, for 99% of his run they have been artificial webs. Spidey running out and having to conserve his webbing was usually the way the writers created tension in his fights.

Peter's powers abandoning him in Spider-Man 2, for instance, was possible precisely because they were tied intrinsically to himself.
