You can't create a directory with "??????" in it. You can't have a ? in a filename/directory name, because it's a wildcard. I'd download another installer from a reliable source.

i don't have a folder like that, windows just keeps trying to make it, i uninstalled onedrive, reinstalled windows, change permissions, looked at regedit.

I'm gonna help you out OP. Turn off the computer. There's a little shut down button in the start menu. The start menu is that thing in the bottom left corner. Once the computer is shut down make sure no power is going to it, if it's a laptop remove the battery. Let it sit for 5 to 10 minutes while you think about how bad you've fucked everything up. Use the cables you've unplugged from the computer to hang yourself. Problem solved.

Alright OP, I'm going to help you out this once. Go to your start menu (the thing in the bottom left) and shut down your computer. Once it's all the way off I want you to unplug it and make sure no power cables are running to it. If it's a laptop go ahead and take out the battery. OneDrive has a shitload of filename/extension limitations. don't install anything in the OneDrive folder.
