It's usually pronounced as [ч] (e.g. мeчтa). And it can always be pronounced that way. The only special cases are чтo and чтoбы which are usually pronounced as [штo] and [штoбы] because they are pronounced this way in moscow dialect which is the basis of literary Russian.
