Actually, the president can dismiss the government first. There is no need to call elections and it is not the real power tool of the president.
Taking government shills their jobs away, that is a massive power tool. Because it doesn't have to result in new elections, he can just say "parliament, get me a better minister or chancellor, no elections needed" and that is that.
Parliament is always afraid of elections too. So they rather pass laws the president wants and which are popular in the population, then stand for election caused by a refusal to pass populist measures such as limiting the migrant crisis.
