Basically the villain is a liberal, environmentalist, black tech mogul who decides that humans are destroying the planet and that he needs to reduce the population. So he comes up with a scheme to kill a large portion of the world's people by using a device hidden in SIM cards, which he distributes all over the world as part of a charity to help poor people afford cell phones. After making sure that his friends and rich business partners are safe, he activates the device to make all the poor people go insane and start murdering each other.
Then a bunch of white dudes kick his ass.
