The problem is that England's talents are split across multiple teams. Germany's WC-winning squad was basically Bayern Munich. Spains WC-winning squad was basically Barcelona. Their players had a chance to play every week with each other so they ended up transferring that success to their national teams. England's best players are evenly dplit between 6 clubs. And the closest thing we have to a PL team with an English core is Tottenham (who are born chokers).
